13. päivä: YK:n Ilmastokokousten romahdus - mitä tilalle?
Luottamus siihen, että YK:n alaiset ilmastokokoukset johtaisivat sitovaan ja kaikkien maiden hyväksymään ilmastosopimukseen, on romahtanut.
Keskustelut messukeskus Bella Centerin pääsalissa jatkuvat edelleen lauantaina iltapäivällä (14.45 Suomen aikaa). Vaikka puheenjohtaja tuon tuostakin muistuttaa, että olisi jo aika päättää täysistunto - niin kuin joidenkin uutistietojen mukaan olisi jo tapahtunutkin - ja lähteä kotiin, puheenvuoropyyntöjen määrä ei ole ehtymään päin. Sekaannus täällä luodun niin sanotun "Kööpenhaminan julistuksen" suhteen jatkuu eikä sen status tunnu selviävän millään.
Osa neuvottelijoista oli tänään iltapäivällä paiskinut töitä 48 tuntia putkeen.
Nyt, vihdoin, kello 16.25 Suomen aikaa, Kööpenhaminan kokous julistettiin päättyneeksi. Seuraavaksi syön jotakin ja jätän Bella Centerin taakseni. Sitten on aika analysoida, mitä oikein on saatu aikaan...
... No niin, palataan asiaan:
Mistä oltiin yhtä mieltä?
Yksimielisyys, jota YK:n päätökset edellyttävät, saavutettiin lopulta varsinaisen ilmastosopimuksen suhteen vain yhdessä asiassa. COP eli YK:n ilmastokokous sai sovittua, että "merkitään muistiin" niin sanottu Kööpenhaminan julistus.
Siinä kaikki.
Kööpenhaminan julistus (Copenhagen Accord)
Kööpenhaminan julistus on puolestaan julkilausuma, jonka Yhdysvallat viime yönä harsi kasaan erityisesti Kiinan, Intian, Brasilian ja Etelä-Afrikan kanssa.
Viimeisimmän luonnosversion mukaan julistuksessa todetaan, että vaarallisen ilmastonmuutoksen välttämiseksi ja maapallon lämpenemisen rajoittamiseksi 2 asteeseen "me tulemme parantamaan" (we shall enhance) yhteistyötä ilmastonmuutoksen hillitsemiseksi. Lisäksi mainitaan, että tätä varten päästöihin tarvitaan "syviä leikkauksia" ja että päästöjen tulee alkaa vähetä "mahdollisimman pian".
Teksti on siis kovin ympäripyöreää. Lisäksi päästöleikkausten suuruudet jäivät kokonaan määrittelemättä. Julistus toteaa, että siihen sitoutuvat maat toimittavat päästöleikkaustavoitteensa vuodelle 2020 ensi tammikuun loppuun mennessä. EU esimerkiksi ei pidä tulosta niin onnistuneena, että se korottaisi omia vähennystavoitteitaan vuodelle 2020 jo ilmoitetusta 20 prosentista 30 prosenttiin.

Kööpenhaminan julistus ei ole YK-sopimus
Kööpenhaminan julistuksen merkityksestä ja statuksesta käytiin kokouksessa keskustelua vielä pitkälle iltapäivään. Kävi selväksi, että julistus ei ole YK:n ilmastokokouksen tuottama, vaan täysin sen ulkopuolelta tupsahtanut paperi. Sen on laatinut pieni joukko maita, eivätkä kaikki ole sitä hyväksyneet. Varsinkaan Venezuela, Bolivia, Nicaragua, Ecuador ja Kuuba eivät aio julistusta allekirjoittaa.
Eikä tässä kaikki. Tänään käydyssä loppukeskustelussa jopa maat, jotka olivat vahvasti mukana julistuksen luomisessa, kuten Etelä-Afrikka, huomauttivat, että julistus on ainoastaan merkitty tiedoksi, eikä se ole COP:n tuote eikä myöskään millään muotoa sitova. Pakistan lisäksi korosti, että julistusta ei myöskään tule käyttää jatkoneuvottelujen pohjana. Intia, Kiina ja Saudi-Arabia olivat laajasti ottaen samoilla linjoilla.
Kokous totesikin, että Kööpenhaminan julistus tullaan tulostamaan tyhjälle paperille, ilman YK:n ja sen alaisen ilmastokokousorganisaatio UNFCCC:n logoja. Se, minkä organisaation alaisuudessa Kööpenhaminan julistusta ja sen mukaisia toimia tullaan hallinnoimaan, jäi vielä hieman epäselväksi.
Sudan puolestaan ilmoitti viimeisessä puheenvuorossaan, että se on kokouksen tuloksesta innoissaan. Miten ikinä se sitten pitääkään tulkita.
Kuolinisku YK:n ilmastoprosessille?
Vaikka kokouksessa sovittiin myös seuraavista COP-neuvotteluista ja YK:n alaisen ilmastoprosessin jatkosta, joidenkin neuvottelijoiden mukaan Kööpenhaminan COP15 tuli lähinnä todistaneeksi YK-järjestelmän toimimattomuuden. Kaikki edellytykset ja valmiudet uudelle sitovalle sopimukselle olivat olemassa, mutta silti se jäi saamatta.
Missä ihmeessä se Phil Jones on, kyseli skeptinen jääkarhu Bella Centerissä pari päivää sitten.
Siitä epäonnistumisessa ei kuitenkaan ollut kyse, etteivätkö valtiot ottaisi ilmastonmutoksen uhkaa vakavasti. Sen nimiin vannoivat kaikki.
Itse asiassa vielä viime viikonvaihteessa kaikki vaikutti hyvältä ja toiveet olivat erittäin korkealla. Silti seurasi mahalasku. Lopujen lopuksi vanhat jakolinjat ja ideologiset vastakkainasettelut tuhosivat yhteistyön.
Se, että uutta "sopimusta" on kehuttu tärkeäksi askeleeksi, historialliseksi ja merkitykselliseksi, tuntuu liioittelulta. Pikemminkin nyt lienee pohdittava sitä, pitäisikö uutta ilmastosopua hakea ohi YK:n ja erityisesti niiden maiden kesken, jotka ovat suurimpia päästäjiä tai muuten työhön halukkaita.
Kokous on ohi.
Toivottavasti tämä Kööpenhaminan pettymys ei vie intoa niiltä, jotka työtään ilmastonsuojelun puolesta yhä jatkavat.

Mitä tilalle?
Tilalle aito tieteellinen skeptisyys ja rationalismi. Tilalle aito välittäminen ympäristöstä ja huono-osaisista. On aika katsoa mitä todellinen tiede sanoo, myöntää ettei co2 muodosta uhkakuvaa ihmisille tai ympäristölle, myöntää että maailma joutui julkista luottamusta väärinkäyttäneiden, korruptoituneiden tieteen tekijöiden harhaan johtamiksi ja arvioida maailman ongelmia ja uhkakuvia uudelta järjen ja aidon vastuullisuuden määrittämältä pohjalta.

Olo on epätoivoinen :( Miten kaikki muu voi olla tärkeämpää kuin planeetan pitäminen elinkelpoisena? Tavallaan ymmärrän miksi näin kävi, mutta tavallaan en kuitenkaan.
Tänä iltana on minulla on kovin kylmä tuikkivan tähtitaivaan alla.Tyhjyys tulee iholle, kun kiidän avaruuslaivassa halki avaruuden. Vain ohuen ohut ilmakehä erottaa elävän planeetan autiudesta. Maan taivaalla seilaavat vesihöyrypilvet, Venuksen taivasta verhoavat ikuisesti rikkihappopilvet. Pienet, ehkä sattumavaraiset kehityskulut tekevät maailmoista aivan erilaisia. Ihmisen toiveet, unelmat ja luulot eivät merkitse mitään maailmassa, jossa vallitsevat armottomat fysiikan lait.
Tulen sisään tähtien alta. Arki jatkuu ympärillä. Jouluostoksia. Loputonta vääntöä nettipalstoilla. Kukaan ympärilläni ei tunnu edes huomanneen koko ilmastokokousta. Ihmiset ovat turtuneet ilmastokeskusteluun. Ei enää kiinnosta ja juttu meni kai ohitse, kun kerran pakkastakin tuli. So long. Kiitos blogistasi.
Odotan jatkoa. Toivottavasti sinä näet vielä toivon pilkahduksen.

Toki nautitaan
Toki nautitaan talvipäivistä, piparkakuista sun muista. Tuntupa hyvältä saada kunnon valkea joulu. Mutta ylidramatisointia tämä ei ole. Valitettavasti todellisuus on traaginen ja dramaattinen.
Ainakin ihmiskunnalle ja sitä kautta myös itselleni, vaikka pallo toki rullaa radallaan ajasta ikuisuuteen.
Toivon todella, että joku tie sitovaan sopimukseen ja vähähiiliseen maailmaan löytyy.
"Elämme kovia aikoja, ystävä hyvä", niin kuin Aku ankan puhuva koira lausahti. Mutta hyvää joulua kaikille :)!

poliiikoille ei kannata jättää mitään, sopims olisi pitänyt o lla valmis silloin jo kun korkeat heput saapuivat kokokseen, Eilen oli tosi tivoton fiilis mutta kun vähän on miettinyt scenarioita siellä kokouksessa alkaa enemmän ymmärtää vaikka vaikeaa hyväksyä ettei YK:n sisällä onnistuta sopimaan maapallon pelastamiseksi. vastuu on nyt yksilöillä pitäisi ymmärtää että krääsäkulutkselle on järkeviä vaihtoehtoja, ja että elämänlaatu on pikemmin omaa aikaa kuin tavarioita ja ylikulutus.Mutta surullista että taloudelle annetaan niin paljon ylivaltaa, ettei mistään voi sopia kinaamatta siitä miten se vaikuttaa omaan talouteen.
Ivallista tässä on koko pohjoista pallonpuoliskoa vaivaava kylmyys, alan uskoa korkeimpiin voimiin. USA:sa joulukauppa takkaa kun ihmiset eivät uskalla lähteä ulos lumimyrkyyn shoppailemaan.

Saatiin siis lisäaikaa tosiasioiden selvittämiseen. MIKÄ - oikeasti - muuttaa maapallolla lämpötilaa ?
Todella hölmöläisten hommaa on suunnitella - Suomenkin osalta miljardin verran vuodessa - rahojen viskelemistä taivaan tuuliin.
IPCC on velvollinen ENSIN osoittamaan mistä lämpötilamuutos johtuu! Sitten voidaan harkita voiko ihminen siihen vaikuttaa. Lämpötilamuutosten syy on tieteellisesti osoitettava - tietokonemallinnukset jotka eivät toimi ja selitä toteutunutta ilmastoa, eivät arvauksina riitä !
On hyvä muistaa että tähänastinen lievä lämpötilan nousu on kohdentunut pääasiassa kylmille alueille, talvella - yöaikaan!
Ja nousu on pysähtynyt 2001 jälkeen ! Vaikkei yksikään IPCCn mallinnuksista sitä selitä.

Nyt taisi käydä niin, että näissä ilmastotutkimuksissa on sittenkin jotain mätää, kun asian suhteen ei päästy sopuun.
Käviköhän täsä nyt niin, että totuus onkin jotan muuta kuin ihmisen aiheuttama ?
Ja kävikö tässä nyt niin, että skeptikot olivat sittenkin oikeassa ?
Jos maailman kaikki johtajat olisivat vakuuttuneita siitä, että ihmisen aiheuttama ilmastonmuutos olisi totta ja katastrofaalista, niin kyllä sopu olisi varmasti syntynyt.
Olisiko sittenkin kysessä niin, että nykyiset ilmastotutkmikset eivät vakuuttaneet poliitikkoja ?
Olisikohan niin, että poliitikot ovat uskoneet järjen ääntä ja tulleet siihen uskoon, että jospa sittenkin ihmisen aiheuttama muutos ei olisi totta ?
Ja voisiko tämä koko päätöslausunto kertoa siitä, että hommaan ei kertakaikkiaan uskota, mutta jonkinlainen lausunto on pakko antaa, jotta alan aktivistit pysyisivät aisoissa ?
Ei poliitkot ja johtajat sanoa suoraan ääneen, että "hei ei tästä ihmisen aiheuttamasta muutoksesta ole tarpeeksi näyttöä, jotta voisimme laittaa triljoonia humpuukiin". Vai voisiko sanoa näin ? Ja jos sanoisivat, mitä se voisi vaikuttaa ?
Eli lopputuloksena skeptikot voittivat ja tietovuoto osoittautuikin arvokkaaksi totuuden torveksi.
Ja jos nyt EU:n pitäisi päästöjä vähentää, niin tuskin onnistuu. Maailmalla kun money talks and bullarit walks. Eli nyt on tilanne jossa kaikki maat voivat tuprutella savuja ilmaan rajattomasti. Tuskin eurooppalaiset frimat haluaa jäädä jalkoihin Kiinan poikien kanssa
Joo, odotellaan kaikessa
Joo, odotellaan kaikessa rauhassa, miten IPCC kommentoi tämän nykyisen viilenemisjakson syitä esimerkiksi viiden vuoden päästä. Samalla kannattaa panostaa noilla nykyiseen ilmastotouhuiluun käytettävillä miljardeilla paikallisilmastojen parantamiseen ja vesien suojeluun. Siitä olisi jotain hyötyäkin ihmiskunnalle.
Poliitikot hyllylle heti!
Poliitikot hyllylle heti! Eivät poliitikot pysty tekemään tällaisia ratkaisuja, jotka vähänkään heikentävät äänestäjien elintasoa. Jos poliitikko ilmoittaa tekevänsä päätöksen, jolla äänestäjältä viedään vaikka 50 euroa kuussa, niin seuraavissa vaaleissa hän jää rannalle. Äänestäjä kun ei osaa ajatella ja suunnitella tulevaisuutta kuin yleensä vain seuraavaan palkkapäivään saakka.
Ainut vaihtoehto pelastaa se mitä on pelastettavissa, on diktatuuri. Siksi Kiinan yhteiskuntamalli saattaa tässä tapauksessa osoittautua paremmaksi kuin länsimainen edustuksellinen demokratia.
Poikkeustilalait voimaan ja asiantuntijuuteen perustuva virkamieshallitus joka maahan kunnes kehityskulku on käännetty!
ps.
Skeptikoille heitettiin muuten hyvä ajatus pohdittavaksi: "antaisitko lapsesi mennä rakennukseen, jonka 90 % asiantuntijoista sanoo palavan?"
Entä antaisitteko lapsenne mennä rakennukseen, jos vaikka vain 10 % asiantuntijoista sanoisi rakennuksen syttyvän tuleen...?
Ei sopimuksen kaatuminen ole
Ei sopimuksen kaatuminen ole lainkaan niin "traagista" tai "dramaattista" kuten tuomiopäivän profeetat julistavat.
Ilmastopolitiikka on muutakin kuin päästövähennustavoitteita. Ennen kaikkea se on väestöpolitiikkaa. Paljonko tähän teemaan muuten käytettiin aikaa Kööpenhaminassa, Pasi?
Katasrofin uhka on edelleen hyvin pieni. Lievään maapallon lämpenemiseen ihmiskunnalla on hyvää aikaa sopeutua.

Kiitos Pasi erittäin hyvästä reportaasista. Sen pohjalta pystyi kuvittelemaan neuvottelut, jotka takkuilevat kaikissa YK:n mitä hyvänsä vaikeampaa käsittelevissä kokouksissa. Ei vain tässä. Huomattakoon, että esim. varsinaista oppositiolobbarien esiinmarssia ei edes käsittääkseni tapahtunut. Tuskin kukaan yllättyi, että neuvottelut jumiutuivat - mutta pettymys se oli yhtä kaikki.
Mauno Ahonen arveli, että
Mauno Ahonen arveli, että ilmastokokous kaatui lopulta ilmastoskeptisyyteen: "Olisiko sittenkin kysessä niin, että nykyiset ilmastotutkmikset eivät vakuuttaneet poliitikkoja ? ... Olisikohan niin, että poliitikot ovat uskoneet järjen ääntä ja tulleet siihen uskoon, että jospa sittenkin ihmisen aiheuttama muutos ei olisi totta ?"
Kerroin kyllä raportissani jo, että tästä ei ollut kysymys. On tietysti nimenomaan ilmastoskeptikoille tutun ajatuksenjuoksun mukaista ennemmin itse kuvitella asioiden kulku sohvan pohjalta, kuin uskoa ihmistä, joka oli paikan päällä.
Siispä tässä haaste: Paikalla kokouksessa oli virallisesti akreditoituina noin 30 000 ihmistä. Koitapa, Ahonen, ensin löytää yksikin ihminen, joka edes väljästi vahvistaisi kuvitelmasi. Tämä vahvistaisi kummasti uskottavuuttasi, joka tällä hetkellä on pienempi kuin nolla.
Pahoittelen ärtymystäni, mutta tämä ilmastoskeptinen hölynpöly on aikakautemme suurin farssi.
"Vapaasti ajatteleva"
"Vapaasti ajatteleva" puolestaan perusteli omaa ilmastoskeptistä näkemystään muun muassa näin:
"On hyvä muistaa että tähänastinen lievä lämpötilan nousu on kohdentunut pääasiassa kylmille alueille, talvella - yöaikaan! ... Ja nousu on pysähtynyt 2001 jälkeen ! Vaikkei yksikään IPCCn mallinnuksista sitä selitä."
Niin. On tietysti hienoa ajatella "vapaasti", mutta ennusteiden mukaan lämpeneminen kohdentuu pääasiassa kylmille alueille, talvella - yöaikaan! Missä siis ongelma?

Minun mielestäni maailman johtajilta ja poliitikoilta tuli varsin selkeä vastaus tähän asiaan: Riskit ovat liian suuret. Eli IPCC ja muut tahot eivät onnistuneet vakuuttamaan päättäjiä tarpeeksi siitä , että ihmisen aiheuttama ilmastonmuutos olisi täysin ehdottoman fakta asia.
Selkeästi ilmaan jäi merkki siitä, että "lätkämaila" ei ehkä sittenkään ole totta. Varmasti päätöksiä olisi tehty, jos huoli olisi 100% aiheellinen ja koskettaisi meitä jokaista lähivuosien aikana.
Poliitikko ei voi ottaa sitä riskiä, että tehdään taloudellisesti mieletön sijoitus, joka 5-10v kuluttua olisi lähes täysin turha ja hyödytön
